As organizations began expanding worldwide, English communication skills are becoming as critical as technical skills to build an effective workforce. Recognizing this need, the creators of the TOEIC® program pioneered the assessment of English proficiency for the workplace.
In 1979, representatives of the Japanese Ministry of International Trade and Industry (MITI) approached ETS with a request for a full-range test of English proficiency for the workplace.
Historically, English-language tests were created primarily for academic settings, focusing on a narrow range of abilities related to grammar rules and literature. So, ETS researchers developed a solution to measure an individual’s ability to effectively communicate in English, in a workplace setting. Keeping true to its heritage of quality and equity in education and pushing the boundaries of innovation in assessment, ETS created what would become the global standard of quality for English-language assessment for workplace – the TOEIC program.
